The Rules:
First, you'll want to see what Power Tier you're at. While being at a higher Tier will give you more powers and more chances to nudge your own pool of abilities for a more cohesive set, the lower Tiers are not necessarily less powerful.
Re-roll any 'Omni' powers or power that enables Omnipotence. Specific powers are listed to the right, but are not the full list of powers considered 'Omni-Powers'.
Any power set that includes a wide variety of subcategories of the power count as an Omni-Power. This includes Breath Attacks, among others. |

Power Tiers:
Each power tier has different challenges. Once you've chosen your power tier, keep in mind that you are not allowed to chose your powers, even at the higher tiers. You are simply deciding if you want to get rid of a potentially problematic power.
Something else to keep in mind is that you are encouraged to only play against others in your power tier, even if you're a villain. If a group of lower-tiered players wish to band up against a higher-tier, or if a higher-tiered player decides to attack multiple lower-tiered characters at once, that's their decision.
Keep in mind:
You roll your powers in a large batch, all at once. Then, you select and remove any powers all at once, then you re-roll their replacements at the same time. You do not pick powers to replace one at a time. If you receive more than one empowerment, choose one to keep and re-roll the others. |
Tier 1 Sets:
Roll for 3 powers. Tier 2 Sets: Roll for 3 Powers. You may then select a power you don't want, that you rolled, and re-roll it. Tier 3 Sets: Roll for 5 Powers. Tier 4 Sets: Roll for 5 Powers. You may then select up to 3 powers you don't want, that you rolled, and re-roll them. Tier 5 Sets: Roll for 5 powers. You may then select up to 3 powers you rolled you don't want, that you rolled, and re-roll them. You may now select up to 1 of the powers you don't want, that you rolled, and re-roll it. Tier Ex Sets: Roll for 3 powers. Do not apply the 're-roll omni-powers' rule. Re-roll any instance of Omnipotence, Omnicide, or Omniscience. |
